The Prior Consultation System For the Transport and Disposal of Industrial waste in Ibaraki Prefecture

Abstract

During the period 1984-1985, we have had several cases of envionmental pollution at both type-3 landfill sites for industrial waste and at illegal dumping spots. Because this was presumably caused by the transport and disposal of industrial and general waste from depositories outside of Ibaraki, in May of 1986, we introduced the above named system in response. This system requires producers of industrial waste to consult with the prefecture and establish agreements with the government before disposing of waste from outside prefectures in Ibaraki. It has been 5 years since the system was introduced, and the results of its implementation are listed below: 1) Designation of responsibility to producers of industrial waste. 2) Assurance of proper treatment by the slip system. 3) Control of public pollution at disposal sites. 4) Decrease in industrial waste brought in from outside of the prefecture. Ibaraki is often a recipient of waste brought in from other prefectures. Through this system, we hope to cause producers of industrial waste to assume responsibility for the waste they dispose of improperly. Furthermore, due to the occasional occurrence of public pollution cases, we also seek through this system to obtain proper treatment throughout the prefecture of industrial waste brought in from other prefectures.
