Abstract

A landfill disposal site must be considered "an artificial vessel" , and must have facilities with the following three functions: (1)to store anddispose of waste; (2)to protect the environment; and (3)to benefit nearby residents by taking advantage of consequential effects. The concept of risk was effectively used to make clear the importance of monitoring systems in landfill disposal sites, especially to protect the environment. As part of the R & D involved in creating a monitoring system for a landfill disposal site, the present development and future potential of a system which can detect the leakage of water-shield sheets was discussed.
