Effective Application of Public Economic Instruments (Charge-Systems, Taxation) for Waste Management and Social Welfare

Abstract

Japanese recent state of the waste management is in critical sistuation. The crisis would be caused by disorganization of Economical-System properly. In order to solve these situations, legislative functions are intensified since 1992. However, the most important issue that Market-Mechanizm does not fulfill with legislative functions. This study describes the Dual-Economical-System for waste management which assorts with the economical instruments such as Charge-System and/or Taxation and Market-Mechanizm. Thus, Optimum-Social-Welfare will be expanded through Dual-Economical-System.
