Abstract

In this paper, we discuss a waste management plan at a landfill disposal site. The approach is to focus on risk management problems at landfill diposal sites considering the upstream treatment processes. A hypothetical managing idea for landfill disposal can be separated into three parts; function, risk managemant and planning processes. This paper describes establishment of plans for landfill disposal sites by pursuing planning processes, based on abstraction of function and risk management. The most important thing to proceed to a final waste management plan is 'to share common information' and 'to have chances to discuss' with the local community. In order to reach consensus, it is essential to organize a committee including local community representation for each planning process. Intermsofacityplanningpointofview,awastemanagementplanmustbepartofalong-term vision for the local authority. To make a consensus with the local community, the local authority should create some type of new facility for the local community during each phase of the project.
