Packaging Waste Recycling Law and Extended Producer Responsibility

Abstract

As shown in the Petty Clark's Rule of Economics, a third industrial society is to be realized in advanced countries. Daniel Bell defined such change as a progress of the world. Generally, changes in the industrial construction of economic progress is discussed as the change from an agricultural society into an industrial one. That is a service-oriented society. The key factor in this society is the "Information Revolution" of the industry, and the "Sustainability Revolution" corresponding to environmental issues. In this research, we will take up the "Sustainability Revolution" in relation to the service-oriented society, For example, on environmental issues of the earth such as "Producer Responsibility" and "Re-Take" which have been introduced in environmental policy, improvement of economic construction and lifestyle which could lead to mass production, mass consumption and mass disposal has been taken into consideration. It is necessary to show the required overall vision instead of a recycling economy concerning a method for improving economic construction and lifestyle, and those after the reform, because these have never been discussed.
