Variable Rate Pricing Policy for Waste Management Aimed at Reduction and Recycling

Abstract

The purpose of this paper is to discuss the waste disposal service charge system. First of all, we build a basic economic theory of the variable rate pricing policy for waste management in order to reduce and recycle waste. Next, we research the current status of the variable rate pricing policies of local cities in Japan. We evaluate the net economic saving of the pricing policy by the social benefit cost analysis method. We apply the variable rate pricing policy to a metropolis, such as Sapporo city in Hokkaido, and carry out policy simulation experiments.
