Abstract

PRTR System is a tool to improve "Right-to-Know" and to reduce environmental pollution. Since OECD recommended "Implementing PRTRs" in 1996, OECD countries have been encouraged to implement PRTR. In July 1999, PRTR Act was published in Japan and PRTR System is how being implemented. This paper states how NGOs will be able to use various information and data under PRTR Act, with reference to NGOs activites in U.S.A and Czech Republic.
