Technology and Policy Making for Solid Waste Management in the Tokyo Metropolitan Government (TMG)

Abstract
In Japan, Solid Waste Management Technology usually would be realized through Governmental policy planning. This paper shows the history of solid waste management technology in TMG from pre-war to the 1970's, how technology was influenced by government policy planning. For example, why TMG selected a separate collection system or special contract system between government and incineration plant makers. Also this paper shows the roll of the people of experience or academic standing, discussing Solid Waste Management policy planning of TMG, how the location of incineration plants limits facility capacity and so on.
