Abstract
The Research Center for Advanced Waste and Emission Management at Nagoya University is planning to develop a quantitative evaluation system to retrieve the optimum waste management method for specified wastes that possess higher treatment priority but are difficult to treat. A new concept, "Rescue Number" (RN) was defined as a function of Figure of Treatment Priority (FTP) and Figure of Unprocessibility for Waste (FUW) . The formulation of these terms (RN, FTP and FUW) was made using the important constituent parameters. The relation between RN and multistage waste treatment is described as well as the treatment evaluation by using Rescue Index (RI) = (FTP) / (FUW) .

Key words: wastes difficult to treat, Rrescue Number (RN), Figure of Treatment Priority (FTP), Figure of Unprocessibility for Waste (FUW)
