Toward Legislation of Proper Waste Treatment and Recycling of ELV

Abstract
How to treat End-of-Life-Vehicle (ELV) is one of the most serious issues in the field of waste treatment. As landfill capacity of industrial waste is getting close to exhaustion, disposal of automobile shredder residue (ASR) in landfill has become more and more difficult. There has been a long discussion on how to facilitate proper waste treatment and recycling of ELV, particularly since the Teshima case. In this paper, the present circumstances of recycling of ELV and treatment of ASR are explained. It is clarified why legislation of ELV recycling is required. It will also be discussed how we can break the barrier which hinders clear and smooth recycling of ELV.
