Abstract
Factors relating to municipal waste reduction were analyzed focusing on the specified disposal bag distribution system equivalent to a volume-based pricing collection of household waste. As a result of a nationwide questionnaire about the pricing collection of household waste, the distribution of fewer bags could make an effective waste reduction on the condition that the distributed amount is adequate to the numbers of inhabitant. Another questionnaire marking consciousness about waste discharge at Kusatsu City indicated that the belief about the number of freely distributed disposal bags would affect household waste emission more significantly than the number of inhabitants.
