Abstract
Citizens' participation is a major part of the various public policies. It activates proposals for civil activities, increases the importance of local governance-oriented management and consensus-building among stakeholders.
There are several points to keep in mind when planning a waste management system, in particular a way in which to eliminate gaps in citizen awareness. This paper examines the process of restructuring the waste management system(Gomi Kaikaku)in Hino City, Tokyo and analyzes some key issues for designing an effective process in which to build a local recycling system in the context of environmental communication.
According to the analysis, some crucial issues should be pointed out: establishing an administrative strategy and system for environmental communication in advance, and ensuring citizen participation in the maintenance and management of the recycling system. However, a more cautious approach is necessary in the case of building a recycling facility and increasing the use of recycled resources within a region.
