Plenary Lecture 1: “3R Plus” Concept for Sustainable Material Cycles and Waste Management (Dr. Shinichi SAKAI, Kyoto University)
A vision for sustainable material circulation and further advanced effort required for waste management are discussed in this plenary. The focus is “3R Plus”, thinking mainly about prevention and recycling of plastic materials and de-carbonization strategies.

Plenary Lecture 2: It’s the economy – stupid! On the relevance of economics in creating a successful circular economy (Dr. Heinz-Georg Baum, Fulda University of Applied Sciences)
Considerable impulses and stimuli for this presentation were given by the book „Good Economics for Hard Times“ by Banerjee / Duflo. Both are economists, working at MIT (Cambridge, MA, USA) – awarded by the Nobel Prize 2019 for their work on the field of poverty research. Their main thesis is: Regarding the current biggest problems (like inequality, poverty, degradation of the environment,…) you create better solutions, if economic expertise would given greater consideration.
2.3RINCS Special Symposium on DWM

Title: Resilience with Disaster Waste Management
– Disaster Waste Management (DMW) for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) –
Background:
If disasters happen, huge amount and various types of waste is generated at once. Such disaster waste might be a major hindrance against relief, recover and reconstruction. Japan, as a disaster-prone country, has been suffering from various natural disasters, and trying to improve DWM. We believe Japan could contribute to proper DWM globally especially in Asia and the pacific by utilizing those experiences.
In addition, DWM and general waste management are inextricably linked. If the normal waste management is not sufficient, it must be hard to manage disaster waste properly and effectively. We believe that enhancing general waste management will lead to enhance resilience toward disasters through DWM.
DWM may be one of adaptation measures against climate change challenges. Climate change has increased severances and frequency of natural disaster, and amount of disaster waste as well. Proper DMW with its preparedness can be considered as one of the options for “Disaster Risk Reduction (DRR)” and “Climate change adaptation (CCA)”.
Outline of the session:
The date on 11 March 2021 is the 10th anniversary of the Great East Japan Earthquake. On this day, the session will look back on “Disaster Waste Management (DWM)” from the standpoints of enhancing “1. Resilience against disasters”, “2.General waste management” and “3. Climate change adaptation”. At the same time, the session will provide a perspective for future international cooperation and networking in this field.
東日本大震災から10年を迎えるこの日に、この間の災害廃棄物への対応や国際課題について振り返ると同時に、今後の本分野の国際連携に向けた視座を得ることを目的とする特別シンポジウムです。ぜひ、この機会に参加してください。

– To show the 3 stands point of DWM, or 1. Disaster Risk Reduction, 2 Linkage with general waste management, 3. Climate change adaptation
– To provide a perspective for “Cooperation between academia and policy makers” and “Possibility of International cooperation”
– The movie of session will be archived to raise awareness toward DWM.

Specialists with various backgrounds will introduce key topics of Disaster Waste Management (DWM). The series of lectures aim to provide local, national, and regional government authorities as well as humanitarian response staff, private sectors for waste management, NGOs and students with increased awareness and enhanced knowledge on DWM. The participants of the lectures are expected to develop the capacities on DWM to contribute building resilience.

“Introduction to Disaster Waste Management”
Why should we mainstream Disaster Waste Management (DWM)? As an introduction of series, some key points of DWM will be explained.

“Estimating the amount of DMW”
Mr. Yuzuru Kushiyama (member of JSMCWM)
To consider specific DWM scenario, we should estimate the amount of disaster waste. Practical method for Asia and the Pacific area will be introduced.

“Coordinating relevant stakeholders”
Dr.Shinya Suzuki (Fukuoka University)
Based upon experiences, actual process of DWM will be introduced. The key is how we could coordinate cooperation among relevant stakeholders from public and private sectors.

“Handling/managing hazardous waste”
Dr. Tomonori Ishigaki (National Institute for Environment Studies, NIES)
If disaster happens, hazardous waste should be sorted immediately from DWM. This lecture shows specific actions and preparedness to manage hazardous waste property.

“Management and utilization of DWM”
Dr. Atsushi Takai (Kyoto University)
DWM should be reused and recycled as much as possible and managed adequately at landfills. The lecture shows the procedure of managing DWM.

“Preparing Temporary Storage Site (TSS) before a disaster”
Dr. Ryo Tajima (National Institute for Environment Studies, NIES)
Preparation of land, equipment/staff and operation plan is important to quickly open TSS after disasters. The aim and scope of the session are to (i) understand the role of TSS within the disaster waste stream, (ii) understand conditions for TSS, and (iii) understand preparedness actions for TSS.
